The military probably was connected to Zordon. At least on some level. So they were probably under orders not to engage the Rangers or get involved in monster battles.

Judging by Bulk's reaction in CTD. It seemed like he was thinking 'THEM? THEY were the Rangers from the beginning?!' So maybe he thought TJ and crew were the MM Rangers, but had to upgrade powers due to new villains.
