The fall of Eltar dimmished the powers of the Power Chamber. With its shields down Divatox was able to attack. The Power Chamber added a cloaking device before Divatox came to Earth. So she didn't find out the location of the base until the finale.

Dimitria was pretty blah and not very memorable. The questions stuff flopped. The only thing interesting about her was her alluded relationship to Divatox. But this was dropped until it was implied in the Space Finale. Dimitria is also never mentioned again post Turbo.
