If they continued RPM its more likely they would have went with Go-Busters. Since it was produced around that time. As we see with Beast Morphers, that series could have been adopted in a way that is similar to RPM. Much more so then the Samurai theme.

I do have to admit, even though I enjoy Zeo, it would have been interesting to see an MMPR Season 4. Especially if they had the same budget of season 2 and 3. Of course that was unrealistic. Unless you want to say Season 3 didn't see ratings and toy sales decline in this scenario.
