The actual filming location does not indicate the quality of the season it is the staff itself that is responsible for it. If you have bad members on the crew then the season will likely be bad but if you have good members on the crew then there's a chance the season will be good.

Saban Brands does care about the show's quality it was a bit too late IMO with them acting on it but they care about it so much that they canned Jonathan Tzachor who was the Executive Producer and hired Judd "Chip" Lynn to replace him in the position.

Saban Brands would never end the franchise anyway unless the show and the merchandise completely bombed and even then I doubt they would even end it they would just shake things up again in regards to the crew.

Saban Brands isn't going to be moving their filming location anywhere unless those places give better tax breaks for filming productions than New Zealand does.

The location of the filming has nothing to do with the actors, it's because of Saban not wanting to pay them much so regardless of whether it's New Zealand, the U.S, Canada, Mexico, the United Kingdom, Australia or wherever the acting will not improve. Everything with the show is currently non-union which also affects whether actors will even apply or not.
