I don't think anyone will be able to audition and just write their own characters.

Agreed. Saban Brands is a lot stricter than Disney. Disney's writers would have at least listened to his ideas.

Disney did a better job of controlling Toei.

Disney isn't used to co-owning brands. They were never comfortable with the arrangement. Which is why they tried to do the cartoon and ditch live action. Of course Toei wouldn't contractually allow it. The partnership was a bad fit from the beginning.
