arrested by who? it's not like they had much of a police force and Lightspeed would've outrank the police in terms of the show's in-universe logic.

He started off as an interesting character.But lost a lot after he joined the Rangers. The cobra arch was a half hearted attempt to give him something to do. Thenthey gave up i. The second half and made him disappear for most of it.
