Gosei gave the Rangers the power to morph into different old Power Rangers. Why couldn't he restore all the old powers?

we don't know if he could we don't even know if he had anything to do with the Megaforce powers in fact he never said he created them.

Enough time had passed thats is plausible for Tommy to have regained his Green Rangers Powers since his last appearance in DT.
