Was it ethical for Cruger to let Jack and Z live on the streets?
 
In SPD we learn that Cruger actually watched over Jack and Z while they we're on the streets. He knew full well who they we're and how they we're living. Yet he clearly left them on the streets until he was ready for there services on B Squad. Was Cruger wrong for doing this?

Sure you can make a case that Cruger was trying to prepare them for the future roles. But letting two scarred kids live on the street seems wrong and dangerous. Even with him protecting them. Cruger should have took them in and encouraged them to jion SPD's Youth Corps. And if those weren't around yet he could have got turned them over to Social Services and got them into a nice home. He still could have kept tabs on them.

Cruger was many things, ethical was not one of them.

1. He is a pervert & pedophile, spying on little kids.
2. He hired criminals to be cops.
3. He gave said criminals weapons of mass destruction.
4. He was there purely out of self interest (also doing a horrible job of it)
5. He clearly was part reptile and reptiles are not trustworthy.
6. He was about as intelligent as a wet noodle, he put an untrained, arrogant bastard in charge of a second rate incompetent squad and then gave the entire squad the keys to destroy cities.
