well you always have to find new power boosts and create new arsenal in case you come across a stronger opponent... but Zordon wasn't responsible for everything.

Well my best theory of the switch because it was suitable to fight Divatox's forces and because of her reputation throughout the universe.

That would make sense. Zordon probably tries to use powers that match up best with what ever villain they are fighting. Ranger Powers seems to work out like that a lot.
